i have a short haired female dog that constantly gnaws at herself in the vaginal area. she doesnt leave marks, no hair loss, no sign of fleas , and when she was spayed, i asked the vet to take a look and he saw nothing amiss. any ideas? or ways to stop her from doing this?

This symptom can be an indication of many problems such as a urinary tract infection, vaginitis, a vaginal yeast infection, etc... If she is licking excessively it is not normal. A complete thorough physical exam with blood work, urinalysis and cultures should be done to rule out any medical problem. If the cause is addressed the symptoms will resolve.
